#Goma, August 12, 2025 – The leadership of the AFC/M23 hereby announces the formation of a High-Level Commission mandated to oversee the restoration and proper functioning of the judicial system in the territories liberated.
This decision responds to the imperative of reestablishing the rule of law, addressing the persistence of impunity, and ensuring legal security for populations affected by the destruction of judicial institutions, including courts, tribunals, correctional facilities, etc.
The Commission, chaired by Mr. Kimbulungu Délion, comprises twenty-five members drawn from the legal profession, public administration, and civil society. Its principal responsibilities include the reinstatement of judicial structures and the provision of support to ongoing peace and stabilization initiatives.
The AFC/M23 reaffirms its unwavering commitment to the vision of a “united, dignified, and prosperous” Congo, founded on constitutional principles, justice, and the rule of law.
